Puff-puff is a fried dough from West and Central Africa, made by combining wheat flour, sugar, yeast and water and letting the mixture ferment. It goes by this name in Nigeria and Cameroon, and neighboring regions have relatives such as Ghana’s boflot and togbei and Congo’s mikate. These soft, round pieces of fried dough can be a sweet snack or part of a meal eaten with beans or porridge.

A snack at stalls and gatherings, paired with bean dishes and porridge

In Nigeria, puff-puff is a snack eaten from street stalls and at home, and is also one of the “small chops” served at gatherings. Small chops are small sweet and savory bites served together as an assortment, and puff-puff appears among them as a lightly sweet item.

In Cameroon, beignets haricots, which pairs the fried dough with red beans cooked with spices and other seasonings, and beignets haricots bouillie, which adds a fermented corn porridge, are well known. The latter is also called BHB, from its initials. The savory flavor and aroma of the beans are layered onto the fried dough, and the dish is eaten not only at breakfast but at many times of day, and is also served at specialized snack shops. It is sometimes served with chili sauce as a snack or appetizer.

A vendor selling puff-puff at Creek Market, with the fried sweets laid out on a stand. The mixture is stirred until no dry flour remains, then covered and left to ferment. The sign that fermentation is done is that the dough has grown in volume and bubbles are visible on the surface. Because it contains a lot of water, it is handled differently from doughs that are rolled out on a counter and cut out with a cutter.

What largely decides whether the pieces turn out round is the moment they are dropped into the oil. The dough is taken in the hand and dropped into the pot, portioned off with the fingertips. Some cooks scoop it with a spoon or a small scoop instead. The soft dough puffs up in the oil and cooks from the outside, becoming a round ball.

The oil should be deep enough for the balls to float and move freely. If it is too shallow, they tend to come out flat, and adding too many at once lowers the oil temperature. When one side turns golden, the balls are turned over and the other side is browned too, and they are cooked until no raw dough remains in the center. If the heat is too high, the outside burns before the inside is cooked. Once fried, they are lifted out with a slotted utensil and placed on paper or a rack to drain.

An example of golden-brown puff-puff, with round, puffed dough heaped on a plate. The finish varies as well, from eating the balls plain straight from the fryer to serving them with powdered sugar, cinnamon sugar or chocolate sauce.

The Nigerian drink zobo is made by simmering hibiscus in water. Some cooks bring that flavor to puff-puff. The red liquid extracted from the flowers is strained, sugar is added, and it is simmered until it thickens into a syrup. Poured over the fried dough, it adds the color and aroma people know and love from zobo.

Ghana’s boflot and a Senegalese millet fritter

Ghana’s boflot, bofrot and togbei include soft versions as well as ones that are close to bread inside and fry up crisp outside. Some cooks soften the dough with yogurt and water instead of milk. The fried doughs found from West to Central Africa differ not only in name but also in the firmness of the dough and in the role they play in meals.

Senegal’s “grandmother’s beignets” are a different fried sweet that uses twice as much pearl millet flour as wheat flour. Sugar, water, a leavening ingredient and a small amount of baking soda are combined, and a somewhat runny batter is fried into small galette-like rounds. Like basic puff-puff, they contain no eggs or milk, but the flour is mostly millet and the result is flat. These fried sweets also vary by region in the grains used, their shape and what they are eaten with.

Glossary

Pearl millet: A cereal of the grass family.
